Possibly. But I like the generally accepted canon that Scootz is an orphan.
but if scoots is disabled don't you thank she deserves a family seems like a dick move not to let her have a family along with a disability
It's not really a disability, maybe wings are like puberty and everyone gets it differently and at different times. And also, if she is in a orphanage, then she, or the owners, don't really have a choice whether she has a family or not. Maybe her character is too hot-headed and the writers decided that it's her behavior that stops ponies from adopting her.

I don't. I think it's a nice character trait and they should play it out some more. Same with Applejack.
well they did confirm aj's are dead and in comic con 2013 they did say scoots parents are not dead
The columns shout 'institution' to me, so it's still possible that she's living in an orphanage, I suppose. However, it's kind of small unless Dr Hooves ("It's bigger on the inside!") was the architect.
